At the beginning of the war there was less then half a million solders in the millitary. After america declared war many man felt obligated to enlist but there still were too few men serving. Congress felt it was nessicary for them to pass a draft to increase are millitary to fight the Germans and there allies. Dispite many peoples frustration in the selective service congress passed it with the help of President Wilson. By the end of the draft there had been over 2.8 million men drafted.
